Regulations on the final state certification of graduates of higher educational institutions
This Regulation determines the procedure for the final state certification of graduates of higher education institutions according to the requirements of Laws of the Republic of Uzbekistan “On Education”” and “On the National Program of Personnel Training” and the State Educational Standard of Higher Education, educational direction (specialty) qualification. This Regulation does not apply to higher education institutions whose educational process is based on the modular system of teaching in accordance with legal documents.
I. General rules
1. The final state certification of graduates of higher education institutions is conducted in accordance with the educational process schedule of bachelor’s courses and master’s specialties. 2. The final state attestation is carried out by the final state attestation commissions organized for each educational direction (specialty) in the higher education institution. 3. The main tasks of final state attestation commissions are as follows: comprehensive evaluation of the compliance of the graduate’s level of knowledge, qualifications and skills with the requirements of state educational standards; solving the issue of awarding bachelor’s (master’s) academic degrees to graduates based on the results of the final state attestation; to analyze the results of the commission’s activities and to develop suggestions on improving the training of highly educated personnel based on them. 4. The final state attestation commissions conduct their activities in accordance with this Regulation and other documents aimed at fulfilling the State educational standards and qualifications set for the level of preparation and educational content of graduates in bachelor’s education areas and master’s specialties. they carry it leaning on.

5. The final state attestation consists of attestation tests of the following types in accordance with the curricula of the educational field (specialty):  
  • final state certification test for a foreign language (can be conducted based on the decision of the Council of the higher education institution);
  • interdisciplinary (general professional and specialty) final state attestation test in the field of education;
  • diploma project defense;
  • defense of a graduate thesis (master’s thesis).
6. The final state certification test for a foreign language should be aimed at determining the level of mastery of the materials provided by the curriculum by the student, based on the necessary content of the subject specified in the state educational standard. 7. In addition to the requirements for the content of subjects, the interdisciplinary final state certification test for the field of study (specialty) is provided for the graduate in the qualification requirements for this field of study (specialty) of student preparation. should be aimed at determining the level of ability to meet general requirements. 8. The decision of the Council of the higher education institution to conduct the final state certification in the form of the final state certification test in specialized subjects (interdisciplinary) or the defense of a diploma project or the defense of a graduation qualification work (master’s thesis) based on the talent, desire and nature of education is determined by According to the decision of the Council of the higher education institution, the final state attestation test in a foreign language may be added to the final state attestation. III. Composition of final state certification commissions
10. Candidates for the chairmanship of final state attestation commissions are submitted to the Ministry of Higher and Secondary Special Education for approval by higher education institutions in coordination with relevant ministries and agencies. 11. The chairpersons of the final state certification commission, regardless of the departmental affiliation of the higher education institution, scientists who are not working in this educational institution, from the leading specialists of production, are appointed by the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan for one year (calendar year) is approved for the period. One person cannot be the chairman of the final state attestation commission more than twice in a row in the same educational field (specialty). 12. The composition of the final state attestation commissions is formed from at least 5 professors and specialists. The board of trustees, self-government bodies of citizens and representatives of parents can participate in the final state attestation as observers on a public basis. 15. The composition of the final state attestation commissions for the final state attestation tests is approved by the rector (branch director) of the higher education institution one month before the start of the graduation semester. If necessary, several final state attestation commissions may be formed under the leadership of one chairman for one of the attestation tests. Representatives of the State Inspection of Education Quality Control under the Cabinet of Ministers of the Republic of Uzbekistan may participate in the final state attestation process. IV. The procedure for conducting the final state attestation
16. The decisions of the final state attestation commissions are made by open voting, by the majority of the participants in the meeting. In the event of a tie, the chairman’s vote is decisive. 21. After successfully passing the final state attestation test included in the final state attestation, a graduate of a higher education institution is awarded a diploma of higher education of the appropriate level and its annex. A person who fails to pass the final state attestation test has the right to retake the final state attestation test in subsequent years in accordance with his application after the end of the study period. In this case, the rector (branch director) of the higher education institution must issue an order to make the person retake the final state certification test. 24. A student who fails to re-pass the final state attestation test is given an academic certificate and can be reinstated to study the relevant course in accordance with the established procedure. 25. Students who do not come to the final state attestation tests for a valid reason may be included in the final state attestation tests held at other times until the work of the final state attestation commission is completed by the order of the rector (director). 26. By order of the rector (principal), an appeals commission will be established to consider the applications of graduates who objected to the grades they received in the final state certification tests. 27. Graduates who are dissatisfied with the grade given during the final state attestation process have the right to appeal to the appeals commission within three days from the date of publication of the final state attestation grades. 28. The appeal commission must inform the graduate of its conclusion within one day. 29. The annual report on the work of the final state certification commission is reviewed by the Council of the higher education institution. Chairmen of final state certification commissions are invited to this Council.
V. Final Rules
30. Those who are dissatisfied with the activities of the higher education institution regarding the organization and conduct of the final state attestation have the right to appeal to the ministries and agencies under the jurisdiction of the higher education institutions or to the court in accordance with the established procedure. 31. Based on the nature of the institution, by decision of the Council of the higher education institution, additional procedures can be added to the procedures of this Regulation. 32. According to the provisions of this Regulation, disputes shall be resolved in accordance with the law.
