Duties of the Chief Energy Officer:

• Organization of continuous and high-quality supply of electrical energy, as well as telephone communication, radio, automated calls and alarms within the set limit;
• Development of measures on the economic performance of electric energy output, targeting of electricity among HEI objects, control the distribution;
• Accounting and analysis of accidents in the electricity economy and equipment that has reached an unusable state;
• Control of compliance with the rules and instructions in action by subordinate personnel;
• Accounting for the energy consumption of the HEI, preparation of the energy balance of the HEI;
• Agreements on energy consumption with external organizations clearance;
• Timely and high-quality performance of preventive works and repairs of electrical energy, as well as telephone communication, radio, automated calls and alarm systems, as well as control over their technical condition;
• Implementation of measures to prepare HEI for the winter season;
• To control the current state of protective equipment in the facilities and services of the HEI, to check their serviceability:
• Organization of initial and regular inspections of energy efficiency and maintenance;
• Issuing orders for necessary materials and equipment, keeping an account of material and technical means stored in the warehouse;
• Ordering and monitoring the execution of works by design organizations for the renovation and modernization of energy facilities;
• Submit the necessary documents to the management to take action against the violations caused by the violation of the instructions and rules.

Must know:

• Fire safety, safety equipment rules and technical regulations, electrical energy system of HEI buildings and student residences, technical and safety rules, decisions, orders, orders of higher organizations, methodological and normative documents on providing services to HEI in the field of energy, production in HEI with energy organization of supply, knowledge of production capacities, technical description and operating modes of energy-using devices, rules of their use.

Qualification requirements:

• Having experience in construction, reconstruction, capital and current repairs;
• Knowledge of regulations, guidelines and other management documents related to the development and formalization of technical documents;
• To know the procedure for concluding contracts with other organizations regarding the provision of electricity to the HEI; • It is necessary to have a higher education.
• It is necessary to know the basics of labor legislation, labor protection, safety techniques, industrial sanitation and fire protection rules and regulations.
