Duties of the Chief Engineer:

• Direct management of the relevant departments of the engineering service of the university;
• Monitoring compliance with the rules of technical safety and technical operation at important facilities of the university;
• Negotiating and hiring with existing internal resources of the university or contractors for reconstruction, capital, and current repairs;
• Preparation of design and estimate documentation for capital repairs, including the building and its evacuation plan;
• Compilation and preparation of a separate list of materials for each object on the material and technical base of the university;
• Participate in resolving issues related to the reconstruction of existing facilities and the adaptation of expensive and bulky equipment to the installation of buildings;
• Monitoring the technical condition and equipment of buildings and their timely repair;
• Carrying out explanatory work to subordinate departments and organizing their training on labor safety rules;
• Timely submission of reports on the material and technical base of the university and the use of fuel and energy resources;
• Instructing departments directly subordinate to it within its competence;
• Preparation of draft orders and directives within its competence;
• Recommendations for re-planning and operation of facilities;
• Control over the economy of fuel and energy resources in Higher Education and the establishment of limits on the use of electricity, gas, and other fuels;
• Ordering and distribution of materials required for its subordinate divisions;
• Make recommendations to the university to take action against those who have damaged property.

Must know: Technical aspects of the project, design and technology, labor protection, safety, industrial sanitation, and fire safety rules and regulations, Ministry orders, job descriptions, and government decisions defining the main directions of economic and social development of relevant industries, Higher Education Institutions knowledge of decisions, orders, directives and other governing and regulatory documents related to the provision. Qualification requirements:

• Experience in construction, reconstruction, capital, and current repairs;
• Knowledge of the prospects of technical, economic, and social development of the university, the procedure for concluding and using contracts;
• Knowledge of production, labor, and management organization;
• Higher Education;
• Fundamentals of labor law; must know the rules and norms of labor protection, safety, industrial sanitation, and fire protection.

Advanced functions: To ensure quality education for students, measures are being taken to repair the premises under modern requirements and to maintain their quality. Several sports grounds, including a table tennis court and WorkOut playgrounds, have been built and put into operation so that students can spend their time meaningfully and enjoy comfortable conditions. To increase the practical knowledge of students, a training practice base was established at “Rovot MFY”, which was completely renovated and put into operation. To create more conveniences for students, all the necessary regulatory documents for the construction of a dormitory for 1,000 students based on the PPC are being prepared and the project is being implemented. At the same time, a contractor has been identified for the construction of a 2,500-seat educational building at the institute, which is planned to be built in 2021-2023. Our plans include the organization of quality and proper repair of renovated buildings, construction of new modern educational buildings, the provision of students with modern dormitories, and the implementation of several projects to provide world-class sports grounds and swimming pools.
