The public council under the university is one of the public management bodies of the university. The council is not considered a legal entity (organization). The council performs its activities on a public basis. The Council carries out its activities in accordance with the Constitution and laws of the Republic of Uzbekistan, decisions of the chambers of the Oliy Majlis of the Republic of Uzbekistan, decrees, decisions and orders of the President of the Republic of Uzbekistan, decisions and orders of the Cabinet of Ministers of the Republic of Uzbekistan and other legal documents.

To ensure the health of the socio-spiritual environment between professors and teachers by introducing effective public control in the educational process, to develop the activities of the higher education institution through works aimed at eliminating existing problems, The main goals of the Council are to develop a healthy competition among teachers, to support the improvement of the quality of education and scientific potential, as well as creative culture through public supervision. The council may include university students, parents, activists of the Youth Union at the university, staff recruiters, professors and teachers, and representatives of civil society institutions, as well as representatives of physical and legal entities that have been making a significant contribution to the activity of the institution. The composition of the Council is approved by the Institute Council. The regulation on the council is attached to the order of the Minister of Higher and Secondary Special Education of the Republic of Uzbekistan No. 670 of July 28, 2018. will be approved by the Council taking into account the requirements of the Model Charter.

Duties and powers of the council:

The following are the main tasks of the council:

  • to systematically monitor the quality of education, the knowledge and pedagogical skills of professors, and the conditions created for students;
  • to give recommendations on candidates who are being recruited to the university as professors and teachers;
  • considering students’ appeals, conducting social surveys in order to fully study their opinion about teaching staff;
  • preparing proposals for improving the educational process at the university and submitting them to the discussion of the relevant board of the university.

In order to fulfill the tasks assigned to the council:

  • studies the implementation of educational work based on the requirements of approved regulatory documents, controls the formation of academic groups, the quality (accuracy) of training schedules related to the educational process;
  • examines the fair distribution of study loads in the dean’s office and departments based on normative requirements, and the correct calculation of the distribution of class hours;
  • examines cases of professors’ full compliance with the schedule of training sessions, rescheduling, non-conducting (failure) of training sessions, lateness to class, early termination of classes , identifies their causes, analyzes and makes appropriate recommendations;
  • in cooperation with the department of quality control of education, supervises the fulfillment of the plans for the organization of mutual classes, open educational sessions, and problem classes by professors and teachers (faculty);
  • performs public control in the process of intermediate and final controls and final state attestations;
  • in necessary cases, he forms working groups with the participation of relevant specialists, examines the quality of educational activities without interfering with the lesson, makes recommendations;
  • organization of training sessions in subjects in departments based on modern pedagogical technologies, organization of laboratory and practical training in branches of the department, creation of necessary manuals, electronic teaching-methodical complexes, modern information technologies in the teaching system , studies the activity of using distance learning methods;
  • examines the existence of a healthy moral environment among professors and teachers and other employees and students, and analyzes the reasons for the deterioration of this environment, makes necessary recommendations;
  • studies and analyzes the plan of activities on spiritual-educational issues and investigates the reasons why these activities do not interfere with the educational process, unreasonably exempting students from educational activities and involving them in various activities, prepares conclusions;
  • supervises the involvement of students (professors, teachers and workers) in khashars, various economic works on the university territory, (forced labor) and takes measures to prevent absences from classes due to these activities;
  • social protection of professors and other employees and setting awards for them, (recommending and encouraging them for ministry and state awards) compliance with the principles of social justice; supervises cases such as taking into account honest and conscientious performance, active participation in public works, spiritual and educational events;
  • the university appoints a representative from its members to participate in all types of meetings (events) related to the activities (dismissal or expulsion of students) of professors and teachers;
  • makes recommendations to the university management on the promotion of active students (talented students) (winners of science olympiads, sports competitions, various competitions) and professors who deserve recognition in all respects ;
  • studies the living conditions of students in student residences and private apartments, supervises the work carried out by the university to improve their conditions, makes recommendations for improving these works;
  • to prevent the spread of disorders such as disorder, immorality, drug addiction, alcoholism among students and, in cooperation with the parents’ council, to act against these negative situations, to control (do), and to take measures to improve the situation;
  • examines, monitors and makes recommendations to ensure that students-young people do not engage in various inappropriate actions in the university territory, in their places of residence, and observe public order and legislation;
  • examines the quality and price of food and service in common dining areas for students;
  • supervises work such as creating conditions for professors and teachers to carry out scientific activities, social protection of those conducting scientific research on doctoral dissertations, rewarding those who have been engaged in active scientific work throughout the year and achieving good results, and taking measures for slow performers;
  • examines the preparation of monographs, textbooks, training manuals by professors on the basis of a contract and the timely payment of royalties to them;
  • analyzes the scientific research works and their results carried out in cooperation with education, science and industry and establishes public control;
  • studies the organization of activities such as involving students in scientific activities, participation in international and republican scientific conferences, competitions, exhibitions, science Olympiads and makes recommendations;
  • timely fulfillment of contract requirements by students receiving education on the basis of a payment contract, takes measures aimed at increasing the responsibility of parents in this regard;
  • supervises the timely provision of scholarships to students, the absence of cases such as illegal withholding of scholarships and collection of money for various purposes, determines measures for these (these cases);
  • supervises the progress of work such as social protection of professors and other employees and students, providing them with material support, and makes recommendations in this regard;
  • controls the compliance of the use of extra-budgetary funds with the requirements of existing regulatory documents;
  • examines the condition of educational auditoriums, the level of cleanliness, the conditions of classes, whether the auditoriums are provided with the necessary equipment;

in making recommendations on candidates for university teaching staff:

  • appoints a representative from among its members to participate in the process of hiring and certification of professors and teachers;
  • appoints a representative from among its members to participate in the open class of the professor-teacher who is being recruited;
  • expresses his opinion in writing about the candidates being recruited;

considering students’ applications, conducting social surveys in order to fully study their opinion about pedagogical staff (professors, pedagogues):

  • supervises the full investigation of the appeals of individuals and legal entities and their full satisfaction on the basis of grounds;

  • determines measures and makes recommendations to prevent the commission of illegal actions such as cheating by professors and teachers;
  • investigates and controls the reasons for students’ participation in educational activities, absenteeism, tardiness, absence from classes;
  • investigates and promotes the fulfillment of the requirements of the regulation on rating in the assessment of students in subjects, assessment criteria, working methods of experienced teachers;

on preparing proposals for improving the educational process at the university:

  • to provide support and recommendations to the university in the implementation of educational, scientific and educational work in the interest of the individual, society and the state, as well as in creating the necessary conditions for the development of students as mature individuals in all aspects;
  • organizes activities that serve the honor, reputation and progress (development) of the university in all aspects;
  • determines the directions of conducting public control at the university and provides information on its implementation quarterly at the University Council;
  • critically examines and analyzes the effectiveness of the post-secondary (bachelor’s) education system (master’s degree) and makes suggestions;
  • in cooperation with the veterans’ council, cooperates in the implementation of works such as being aware of the situation and living conditions of professors and teachers and other employees who have worked for many years and are now retired;
  • assist in finding solutions to problematic issues at the university within the scope of their powers;
  • the university appoints a representative from its members to participate in the meetings of the primary organization of the Trade Union;
  • submits a proposal to the university management council to take appropriate measures against students and employees (leaders) who are disorderly, do not comply with internal procedures and norms of ethics;
  • informs their parents about students’ behavior, behavior, studies, university activities;
  • takes an active part in preventive activities aimed at preventing corruption and other such evils, makes suggestions;
  • carries out public control during the review of the annual reports of the departments and faculties by the rectorate
